Abstract
: This paper first reviews the CBD development in China蒺s megalopolis in three dimensions: economic scale, struc鄄
tural upgrading and thedegree of foreign orientation. Then, based on the comparison between CBD development phases and exter鄄
nal environmental difference, difference of line of industry and regional division, development patterns and factor concentration
difference, this paper summarizes the unique norms in the diversified development of CBD, and considers this process as the nec鄄
essary step in the megalopolis structural adjustment. At last, this paper puts forward some specific suggestion on the diversified
development of megalopolis from the aspects of the guidelines, managerial organization and governmental role transformation, etc.

Abstract
: It has been 22 yearsfrom pilot opening of China蒺s circulation industry in 1992 followed by full opening up in
2004. During this period, the circulation industry formed a special zigzag historicalpath. Through detailed historical documents
investigation, we found that before pilotopening, there had been a small number of foreign businesses trying to enter the mainland
market; and then, the local governments enthusiastically started to attract foreign businesses and investment in the circulation in鄄
dustry, leading to a flockof foreign businesses coming in. Therefore, the central government began to comb and rectify the illegal鄄
ly approved foreign projects, and encountered with perfunctory and resistance from local governments, demonstrating competition
between central and local governments. The final solution of this game playlies in WTO, and since then China蒺s circulation indus鄄
try entered the era of thorough open鄄up. The opening of China蒺s circulation industry is atypical bottom鄄up “reversetype冶, with the
local governments playing a driving force in this process, the statistical data showingan “N冶 shape path: from none to sharp rising
寅continuing declining寅rebounding and soaring up.
