Abstract
: During the reform of the state鄄owned enterprises,the proposal of outside directors system was a landmark. Since
2004, the State Council has proposed the establishment of an external director system, exploring the emerging practical theories
concerning issues needing discussing and resolving. One of the most critical and fundamental problems is about human, namely
the establishment and improvement of external directors selection and training systems. This paper attempts to deeply analyze this
problem, via the method of combining semi鄄structural interviews with archival research, and makes corresponding policy recom鄄
mendations through international comparisons.
