        Import Spillover of State鄄level Economic and Technical Development

                 Zones and Economic Growth of Cities outside Zones

       Abstract: Based on the theory of endogenous economic growth to construct an econometric model, with the data of Chinese
   cities and the state鄄level economic and technical development zones (ETDZs) during the years from 2002 to 2017 as samples, ac鄄
   cording to the change in the number of ETDZs, this paper empirically analyzes the effects of import spillover of state鄄level ETDZs
   on the economic growth of cities outside the state鄄level ETDZs in different stages and different regions. The research shows that
   the import spillover of 54 state鄄level ETDZs in 2002 hinders the economic growth of the cities outside the state鄄level ETDZs and
   the obstacle increases from the east region, the middle region to the west region in turn. The levels of industrialization, human
   capital and infrastructure of cities outside the state鄄level ETDZs do not reach the threshold value, which is the mechanism to pro鄄
   duce such result. Furthermore, with the increase in the number of the state鄄level ETDZs in 2010, 2011 and 2012, the effects of
   their import spillover on the economic growth of the cities outside the state鄄level ETDZs change from obstacle to promotion. There鄄
   fore, great efforts should be made to increase the number of the state鄄level ETDZs, raise the level of industrialization, human
   capital and infrastructure of the cities outside the state鄄level ETDZs, and improve the import structure of the ETDZs, so as to play
   the role of import spillover of the state鄄level ETDZs in promoting the economic growth of the cities outside the state鄄level ETDZs.
   Compared with the middle and east regions, this is especially true for the western region.
