Abstract: This paper describes the main trend of China蒺s income inequality since the reform and opening up, and attributes
it to the result of the interaction of four factors. First, the development factors described by traditional development theory, such
as structural transformation, market expansion, absorption of surplus labor and Kuznets “Inverted U鄄shaped冶 path of income gap,
etc. Second, the transformation of economic system in the process of economic system transformation from planned economy to
market economy, the micro decision鄄making process of economic activities, the emergence of multi鄄ownership economy, and the
change of income distribution mechanism cause the change of income distribution pattern. Thirdly, incomplete and imperfect fac鄄
tors of economic system transformation lead to rent鄄seeking, corruption and hidden income, which leads to income gap. The final
factor is the gradual improvement of social security system and the role of redistribution policy, which has played a role in allevia鄄
ting the inequality of income distribution to a certain extent.

China蒺s Service Industry towards the “14th Five鄄Year Plan冶:
Trend Prediction, Key Breakthrough and Policy Thinking

Abstract: During the “13th Five鄄Year Plan冶 period, China蒺s service industry has made the remarkable achievements, and
the development of service industry is ushering in a new stage of overall leap. During the “14th Five鄄Year Plan冶 period, China蒺s
service industry has the huge potential and broad prospects, and will continue to develop steadily and upward. By 2025, it is es鄄
timated that the added value, labor employment, fixed asset investment and service consumption of China蒺s service industry will
account for 59郾 05% , 54郾 98% , 60郾 52% and 50郾 40% respectively. The labor productivity of service industry will increase from
RMB Yuan 146 200 per person in 2019 to RMB Yuan 179 000 per person in 2025. According to this judgment, the dominant po鄄
sition of China蒺s service industry will be further consolidated during the “14th Five鄄Year Plan冶 period, and the characteristics of
the service economy era will be more significant. China蒺s service industry is in a critical period of transformation and upgrading.
To achieve the major goal of high鄄quality development, we need to take the comprehensive measures and have the collaborative
promotion. On the basis of giving full play to the decisive role of the market mechanism, we need to make the rational use of gov鄄
ernment policies, promote the service industry to take the lead in the key links such as digitalization, platforming, intellectualiza鄄
tion, integration, standardization, etc. and promote the development scale and quality of service industry to a new level.
