Regional Difference of Efficiency in China蒺s Circulation Industry with
Low Carbon Constraint Based on Three鄄stage DEA Model Measurement

Abstract: The development of low鄄carbon green circulation is an effective means to improve the quality of circulation indus鄄
try. The construction of a resource鄄saving and environmental protection circulation system requires an objective evaluation on the
actual operating efficiency of circulation industry. Based on the inter鄄provincial panel data during the years from 2005 to 2016,
with the index of carbon emission incorporated into the model, after environmental noise and random disturbances are eliminated,
the true level of efficiency in China蒺s circulation industry is measured with the three鄄stage DEA method. On that basis, the re鄄
gional difference characteristics of China蒺s circulation efficiency are discussed. The research results show the following. The over鄄
all efficiency of China蒺s circulation industry is low, and the invalid scale is the main reason for the low circulation efficiency.
Each environmental variable has a significant impact on circulation efficiency. The level of local economic development, techno鄄
logical innovation capability and regional openness are positively correlated with the efficiency of circulation industry. Urbaniza鄄
tion level, education input level and government intervention degree are negatively correlated with circulation efficiency. During
the period of the investigation, the comprehensive technological efficiency ranks from high to low as the following: the east re鄄
gion, the northeast region, the central region and the western region. The circulation efficiency showed an upward trend in the
western and eastern regions, with a trend of declining fluctuations in other regions. There were significant regional spatial differ鄄
ences in circulation efficiency, with the intra鄄regional difference greater than the inter鄄regional difference, the largest internal
difference in the western region and the smallest in the central region.
