Abstract: Relying on the “Torch Plan冶, the high鄄tech development action has made important achievements in China.
High鄄tech Zone has become an important gathering area for high鄄tech talents, management talents and scientific & technological
innovation resources, and an important base for the development of advanced manufacturing industry. The construction of torch
characteristic industrial base has obvious trend of regional economic integration and strong innovation ability. Its development has
a significant driving effect on the surrounding economy. A group of high鄄tech talents have a vigorous growth which has accumula鄄
ted important human capital for the construction of modern manufacturing industry. Several software industry bases with interna鄄
tional competitiveness have been officially constructed, and the export trade of software industry has begun to take shape. Science
and technology business incubators cultivate a large number of science and technology鄄based and innovative small and medium鄄
sized enterprises (SMEs) through various forms of entrepreneurship centers, business parks and related activities organized by
the international incubator network, which forms the important backup force for the industrial development. In the future, the im鄄
plementation of China蒺s “Torch Plan冶 will rely on national high鄄tech zones and innovative industrial clusters to accelerate the es鄄
tablishment of advanced manufacturing industry clusters; to promote the development of science and technology business incuba鄄
tors and productivity promotion centers, cultivate and support champion enterprises and innovative enterprises, to support the de鄄
velopment of university science and technology parks and small and medium鄄sized science and technology enterprises, and to
serve the construction of a manufacturing power.
