      促进人的全面发展是中国式现代化的根本目标。推动人工智能赋能“投资于人”,激发人的潜能,提升人力资本价值,实现人机协同的共生进化,具有显著的应然性和实然性。人工智能赋能“投资于人”,既是时代发展的必然要求和化解传统人力资本投资模式困境的现实选择,也是发展新质生产力、塑造全球竞争优势的战略需要,能够依据人工智能作为“使能技术”具有的通用性、自学习性、泛化性的内在属性和本质特征,发挥其强大的赋能能力,驱动“投资于人”转向更加精准、高效和个性化的新范式,为创新驱动、高质量发展注入更加强劲的“人”的因素,化解传统人力资本困境,为人的全面发展创造条件。人工智能赋能“投资于人”,具有提升人的主体地位的理论价值、促进劳动范式跃迁的实践价值、推动“机器人红利”替代“人口红利”的社会价值以及驱动管理模式变革的组织价值。

      The fundamental goal of Chinese modernization is to promote the people's well-rounded development. Advancing artificial intelligence (AI) to empower “investment in human capital”, unleash human potential, enhance the value of human capital, and achieve symbiotic evolution between humans and machines possesses distinct normative logic and practical necessity. Empowering “investment in human capital” through AI is not only an inevitable requirement of contemporary development and a realistic response to the challenges of traditional human capital investment models, but also a strategic need of developing new quality productive forces and shaping global competitive advantages. Leveraging the inherent attributes and essential characteristics of AI as an enabling technology, such as generality, self-learning capacity, and generalization, can exert its strong empowering capabilities to drive “investment in human capital” toward a new paradigm featuring higher precision, efficiency, and personalization. This drives innovation-driven, high-quality development with stronger “human” factors, addresses the challenges of traditional human capital, and creates conditions for the people's well-rounded development. Empowering “investment in human capital” through AI boasts multi-dimensional core values:the theoretical value of elevating human subject status, the practical value of facilitating the transformation of labor paradigms, the social value of replacing “demographic dividend” with “robot dividend”, and the organizational value of propelling the transformation of management models. 
