      作为数据基础设施的一环,中国数据登记体系的宏观定位与微观设计有待跳脱出传统财产权登记的窠臼,转向数据要素市场发展的大视野。为此,数据登记体系应以保障市场主体登记自由与推动数据要素可信流通为目标,兼具登记功能的多元性与登记管理的一体性。从数据基础设施的模块化建构出发,数据登记体系可解构为登记服务模块、登记组织模块和登记标准模块。其中,登记服务模块可进一步分为事实登记、合规登记、权益登记,三者彼此依存并层层嵌套；登记组织模块表现为全国一体化的数据登记机构和多元化的设立准则；登记标准模块不但包括一体化的登记原则和登记程序,还通过灵活、可扩展的“数据卡”登记技术消弭了数据流动性和登记稳定性之间的鸿沟。

      China's data registration system is a component of data infrastructure, and its macro positioning and micro design need to break away from the traditional framework of property rights registration and shift to a broader perspective of the development of the data element market. Therefore, the data registration system should aim to ensure the freedom of registration for market entities and promote the trusted circulation of data elements, while integrating the diversity of registration functions with the unity of registration management. Starting from the modular construction of data infrastructure, the data registration system can be decomposed into a service module, an organization module, and a standard module. Specifically, the service module can be further divided into fact registration, compliance registration, and rights and interests registration, which are interdependent and nested in layers; the organization module is characterized by a unified national data registration institution and diversified establishment criteria; the standard module not only includes the unity of registration principles and procedures but also bridges the gap between data liquidity and registration stability through flexible and scalable “data card” registration technology. 
