      The reform of market-oriented allocation of data elements serves as a key driver for high-quality economic development during China's 15th Five-Year Plan period. Theoretically, it is essential to clarify the motivations, objectives, essence, logic, and content of the reform. During this period, the reform will primarily focus on six key areas:data management systems and mechanisms, foundational data systems, public data supply methods, data circulation and transaction models, data asset management, and data statistics and monitoring systems. Furthermore, the reform should proceed along a roadmap that adheres to the strategic principle of establishing new systems before abolishing old ones, establishes pilot programs and coordination mechanisms, pursues breakthroughs in key areas, and develops a dynamic evolution mechanism. In terms of new initiatives, it is imperative to streamline institutional frameworks for data development and utilization, proactively develop robust data infrastructure capable of ensuring availability, fluidity, usability, and security, cultivate internationally competitive data industry clusters, actively participate in and lead the formulation of global standards for data circulation and trading, and establish agile and intelligent regulatory models to provide comprehensive support for the reform.
