      高质量发展是全面建设社会主义现代化国家的首要任务,包括坚持以人民为中心的发展思想、贯彻新发展理念、构建新发展格局、扩大内需以及推动共同富裕等多维度的内涵。旅游在推动高质量发展进程中大有可为,其需求侧涉及旅游活动、旅游消费等,供给侧涉及旅游业,两者互动形成旅游市场。旅游供给侧与需求侧的平衡将有利于旅游新发展格局的形成,进而促进经济高质量发展。从战略定位演变与发展实际来看,旅游具备推动高质量发展的巨大潜力。开展旅游活动能够满足人们美好生活的需要,并通过促进旅游消费、繁荣旅游市场,推动共同富裕目标的实现。要发挥旅游推动高质量发展的作用,必须立足旅游需求侧,通过结构性调整平衡供需关系,以满足不同人群的多样化需求为根本,以数字经济赋能旅游服务转型升级,以系统化举措引导旅游发展方向,构建国内国际双循环的旅游市场格局,从而发挥正外部性,推动高质量发展目标的实现。

      High-quality development serves as the primary task in building a modern socialist country in all respects, involving multiple dimensions including applying a people-centered development philosophy, applying a new development philosophy, fostering a new pattern of development, expanding domestic demand, and promoting common prosperity.Tourism possesses significant potential in promoting high-quality development, with its demand side involving tourism activities and consumption and its supply side involving the tourism industry, and the interaction of the two constitutes the tourism market. A balanced relationship between tourism demand and supply will foster a new pattern of development for tourism, thereby facilitating high-quality economic development. From the standpoint of the evolution of strategic positioning and actual development, tourism holds significant potential to propel high-quality development. Tourism activities can meet the people's aspirations for a better life while advancing common prosperity through boosting tourism consumption and invigorating the tourism market. To leverage the role of tourism in promoting high-quality development,the following priorities should be emphasized:emphasizing the demand side of tourism; achieving supply-demand equilibrium through structural adjustments;focusing on meeting the diverse needs of various groups;harnessingthe digital economy to drive the transformation and upgrading of tourism services; implementing systematic policies to steer the direction of tourism development; and establishing a tourism market that integrates domestic and international dual circulation. These efforts will enhance the positive externalities of tourism and contribute to achieving high-quality development.
