      目前中国正积极探索创新驱动发展新引擎,朝着创新型国家行列迈进,而蓬勃发展的跨境电子商务作为新兴贸易业态是一个重要突破口。基于2013—2019年中国282个地级及以上城市的面板数据,以跨境电子商务综合试验区设立为准自然实验,构建多期双重差分模型检验了跨境电子商务综合试验区设立对城市创新创业的影响及其机制。研究发现,跨境电子商务综合试验区设立能显著促进城市创新创业,且主要通过科技投入、制度创新和生产性服务业集聚等渠道促进城市创新创业。异质性分析结果显示,对于行政等级较高、位于东部地区、规模较大以及科教水平较高的城市,跨境电子商务综合试验区设立对城市创新创业的促进作用更强,而且能促进其实质性创新而非策略性创新。因此,应进一步扩大跨境电子商务综合试验区试点范围,尽快覆盖有一定科教水平和人口规模的城市,同时加大科技投入和制度创新力度,推动生产性服务业集聚,以推进创新型国家建设和创新驱动发展战略实施。

      China is actively exploring new engines for innovation-driven development and moving toward an innovative country, and the booming cross-border e-commerce, as the emerging trade model, is an important breakthrough. Based on panel data from 282 cities in China from 2013 to 2019, this paper uses the pilot policy of cross-border e-commerce comprehensive (CBEC) pilot zones as a quasi-natural experiment and builds a multi-period difference-in-differences (DID) method to examine the impact of the establishment of CBEC pilot zones on urban innovation and entrepreneurship and its mechanism. This paper finds that the establishment of CBEC pilot zones significantly promotes urban innovation and entrepreneurship through channels such as science and technology investment, institutional innovation, and agglomeration of producer services. The heterogeneity analysis shows that the pilot policy of CBEC pilot zones in cities with higher administrative levels, larger scales, higher scientific and educational levels, or in the eastern region have a stronger promoting effect on urban innovation and entrepreneurship. Moreover, it can promote substantive innovation rather than strategic innovation. Therefore, it is necessary to further expand the pilot scope of the CBEC pilot zones to cover cities with high levels of science and education and large population sizes as soon as possible. Additionally, investment in science and technology and institutional innovation should be increased to promote agglomeration of producer services, so as to promote the construction of an innovative country and the implementation of the innovation-driven development strategy. 
