      促进残疾人实现较为充分较高质量的就业,是残疾人平等融入社会的重要途径,是实现残疾人的全面发展和共同富裕的重要保障。基于2020年残疾人互联网就业质量调查数据,通过构建残疾人互联网就业质量评价指标体系,探讨了人力资本对残疾人互联网就业质量的影响及作用机制。研究发现,人力资本提升显著提高了残疾人的互联网就业质量。机制分析表明,社会资本和数字素养是人力资本影响残疾人互联网就业质量的重要途径。进一步研究发现,人力资本积累对就业质量的提升作用存在异质性,即对外部环境为东部和中部地区、直辖市和省会城市,个体特征为男性、40岁及以下的残疾人起到了更大的提升作用。因此,应建立健全以康复、教育、培训和就业服务为主要内容的全周期人力资本开发体系,培育残疾人数字素养和社会资本,持续构建更加包容的社会环境,增加互联网就业岗位供给,促进残疾人全方位深层次融入社会。

      Promoting adequate and high-quality employment for persons with disabilities (PWD) is an important way for their equal integration into society and an important guarantee for their all-round development and achieving common prosperity. Based on the survey data on Internet employment quality for PWD, this paper discusses the influence of human capital on Internet employment quality for PWD and its mechanism by constructing an evaluation index system. It is found that human capital significantly improves the Internet employment quality for PWD. Mechanism analysis shows that social capital and digital literacy play an important role. Further research reveals that there is heterogeneity in the promotion effect of human capital on employment quality, that is, it has a greater effect on the employment quality for male individuals under the age of 40 in eastern and central regions, municipalities directly under the central government, and provincial capitals. Therefore, a comprehensive human capital development system with rehabilitation, education, training, and employment services should be established and improved, to cultivate the digital skills, digital literacy, and social capital of PWD. We should build a more inclusive social environment and increase the supply of Internet jobs, to promote the comprehensive and in-depth integration of PWD into society. 
