Impact of Import Quality of China's Manufacturing Industry on Its Export Quality:From the Perspective of Dual Circulation Value Chain

      近年来,全球分工格局逐渐转变为以中国为重要枢纽的双环流格局,为中国制造业高质量进出口带来了新机遇。利用1996—2019年中国制造业进出口质量数据,考察了不同环流中中国制造业进口质量对出口质量的影响。研究发现:在RCEP小环流中,中国制造业全部产品、零部件及中间品进口质量提高均可以显著提升其出口质量以及区域价值链地位,但最终品进口质量对出口质量的影响不显著,因而中间产品进口质量的提高是推动中国制造业在该区域出口质量提升的主要因素；在全球大环流中,中国制造业进口质量提高对出口质量的提升作用相对微弱,但在RCEP小环流中进口质量的提高也可以提升其在全球大环流中的出口质量。因此,中国需加强与RCEP其他成员国的产业链分工合作,增加高质量中间产品进口,并借助在RCEP小环流中得到的提升作用,实现制造业在双环流中的高质量出口。

      The global economic division has been gradually turning into a dual circulation value chain system in which China plays the role of a central hub, which brings new opportunities for high-quality import and export of China's manufacturing industry. Based on the data on the import and export quality of China's manufacturing industry from 1996 to 2019, this paper investigates the impact of import quality on the export quality of the manufacturing industry in different types of circulation. The findings are as follows. In the RCEP circulation, the import quality of total imports, components and parts, and intermediate goods have significantly positive effects on the export quality, thus enhancing positions in regional value chains. Since the import quality of final goods has no significant impact on the export quality, the improvement in the import quality of intermediate goods is the main factor influencing the export quality in the RCEP region. In the global circulation, the influence of import quality on the export quality of the manufacturing industry is statistically insignificant, while the improvement of import quality in the RCEP circulation may enhance the export quality in global circulation. Therefore, China should strengthen cooperation in industrial chains with RCEP members. Moreover, China may increase the import of high-quality intermediate products, which is conducive to realizing high-quality export of the manufacturing industry in the dual circulation through the improvement of import quality in the RCEP circulation. 
