      促进数字经济和实体经济深度融合,既是党和国家的要求,也是推进中国式现代化的重要力量。数字经济和实体经济深度融合是指以推动数字技术与实体经济深度融合为主线,通过数字技术、应用场景和商业模式的融合创新,推进实体经济业务逻辑重构、组织形态变革、价值模式创新的过程。数字经济和实体经济深度融合可以形成相互促进、互为支撑的“双循环”发展框架,沿着“新型实体企业—数字生态—新型实体经济”的演化路径,在微观层面培育新型实体企业,在中观层面形成和完善数字生态,在宏观层面推动新型实体经济蓬勃发展,并经历“技术渗透—协同发展—深度融合—融活创新”四个阶段。促进数字经济和实体经济深度融合,政府应夯实数字经济和实体经济深度融合的基础,支持研发促进数字经济和实体经济深度融合的技术和解决方案,加大力度支持数字平台及其生态创新发展,探索建立融合创新的利益分配机制。

英文摘要:

      Promoting the deep integration of the digital economy and the real economy is a requirement of the Party and the country and an important factor in promoting Chinese modernization. The deep integration of the digital economy and the real economy, with the deep integration of the digital technology and the real economy as the core, is to reconstruct business logic, change the organizational form, and promote innovation in the value model of the real economy through the integrated innovation of digital technology, application scenarios, and business models. Along the evolution path of “new enterprises-digital ecology-new real economy,” the deep integration of the digital economy and the real economy can form the “dual circulation” development framework that promotes and supports each other, including the cultivation of new enterprises at the micro level, the improvement of digital ecology at the meso level, and the rapid development of the new real economy at the macro level. It will go through four stages of “technology penetration-collaborative development-deep integration-integrated innovation”. To promote the deep integration of the digital economy and the real economy, the government should strengthen the foundation and support the R&D of technology and solutions that foster such integration, promote the innovative development of digital platforms and their digital ecology, and establish benefit distribution mechanisms for integrated innovation. The government should support research and development of technologies and solutions that promote the deep integration of the digital and real economies. 
