      加快构建新发展格局是回应中国之问、世界之问、时代之问、人民之问的全局性部署,也是推进中国式现代化的实践创新。透过发展经济学、宏观经济学的视角,阐述了构建新发展格局的理论内涵。从经济运行可靠性、要素市场支撑性、统一大市场培育、贸易往来、投资往来、技术交流、国际科研七个方面构建国内国际双循环新发展格局指标体系,并开展动态因子聚类分析。研究发现,国内国际双循环相互促进,各省份在新发展格局中的表现与经济发展水平正相关,不同地区在新发展格局中的排序随着时间变化表现出不同的特征,影响新发展格局的主要因素分为市场整合与营商环境、科研合作与观念开放、经济活力与信息融通、公共服务与要素流动等四大类。因此,建议加快整合全国统一大市场、推进高水平的制度型开放、持续优化营商环境、加快建设国家创新体系和建立新发展格局的动态监测系统,推动构建新发展格局。

      Accelerating the construction of a new development pattern is an overall plan to meet the requirements of China, the world, the times and the Chinese people, as well as an innovation in practice to promote Chinese modernization. From the perspectives of development economics and macroeconomics, this paper discusses the theoretical connotation of building a new development pattern featuring dual circulation, in which domestic and overseas markets reinforce each other, with the domestic market as the mainstay. The index system of a new development pattern based on the dual circulation (that is, the domestic and international) is constructed for the dynamic factor cluster analysis from seven aspects of economic stability, factor market, unified market, trade contacts, investment, technical exchanges and international scientific research. It is found that the dual circulation promote each other; the provincial performance in the new development pattern is positively related to their economic development; regional performance in the new development pattern has different characteristics over time; and main factors affecting the new development pattern are mainly the four categories of market integration and business environment, scientific research cooperation and open ideology, economic vitality and shared information, and public services and factor flow. Therefore, it is suggested to speed up the integration of the unified national market, promote high-level institutional openness, optimize the business environment, accelerate the construction of a national innovation system and establish a dynamic monitoring system for the new development pattern, so as to further promote the construction of the new development pattern. 
