      党的二十大提出,“完善产权保护、市场准入、公平竞争、社会信用等市场经济基础制度,优化营商环境”“合理缩减外资准入负面清单,依法保护外商投资权益,营造市场化、法治化、国际化一流营商环境”。优化营商环境是新发展阶段贯彻新发展理念的重要内容,是促进经济高质量发展的重要举措。通过梳理党的十八大以来我国优化营商环境政策,结合部分城市优化营商环境的实践,总结了我国优化营商环境的特征。进一步地,通过整理发现我国营商环境还存在政策体系不完善、部门协同性不足、区域发展不均衡、评估体系不完备、法律体系不健全等问题。未来,建议政府坚持市场化、法治化、国际化原则,通过采取顶层设计、强化政策协同、加大宣传力度、健全评估体系和加强政策监督等措施进一步优化营商环境,并提供有力的制度保障,以提升我国综合实力。

      According to the report to the 20th National Congress of the Communist Party of China, “we will refine the systems underpinning the market economy, such as those for property rights protection, market access, fair competition, and social credit, in order to improve the business environment”; and “we will make appropriate reductions to the negative list for foreign investment, protect the rights and interests of foreign investors in accordance with the law, and foster a world-class business environment that is market-oriented, law-based, and internationalized.” Improving the business environment is an important task for implementing the new development concept at the new stage of development, as well as an important measure to promote high-quality development. This paper reviews China's policies on optimizing the business environment and the practices in some cities since the 18th National Congress of the Communist Party of China, and summarizes the characteristics of optimizing the business environment in China. Furthermore, it finds the problems in China's business environment, such as incomplete policy system, insufficient inter-departmental coordination, unbalanced regional development, and incomplete evaluation system and legal system. In the future, the government should adhere to the principles of marketization, rule of law and internationalization, accelerate the improvement of business environment through strengthening top-level design and policy coordination, increasing publicity, and improving the evaluation system and legal system, and provide effective institutional guarantee, so as to enhance China's comprehensive strength. 
