      “双循环”新发展格局与创新是事关中国经济发展和未来竞争的关键,“双循环”与创新关系密切、相互促进。将“双循环”和创新纳入统一的分析框架,厘清“双循环”需要什么样的创新,“双循环”如何促进创新,以及创新如何促进“双循环”,具有重大现实意义。具体而言,“双循环”需要构建多层次创新系统、打造全要素创新类型、培育多元化创新主体作为支撑。从“双循环”促进创新的角度来看,国内大循环通过扩大市场规模、促进市场竞争、优化需求结构、加快市场整合推动创新,国际循环通过商品和要素流动型开放、高水平制度型开放以及“一带一路”高质量发展促进创新。从创新促进“双循环”的角度来看,创新通过驱动高质量供给、创造新需求促进国内大循环,通过推动科技自立自强、稳链强链补链促进国际循环。因此,应充分发挥国内大循环与国际循环在推动创新方面的独特优势和功能,同时坚持以创新持续赋能“双循环”。

      The new development paradigm featuring “dual circulation” and innovation are crucial to economic development and future competition. Dual circulation and innovation are closely related and promote each other. What kind of innovation is needed for dual circulation? How does the dual circulation promote innovation? How does innovation promote dual circulation? This paper attempts to integrate dual circulation and innovation into a unified analytical framework to study the above issues based on relevant economic theories, which has a great practical significance. Specifically, the dual circulation strategy calls for the construction of a multi-level innovation system, the creation of an all-factor innovation type, and the cultivation of diversified innovation participants. In terms of domestic circulation, it is required to promote innovation by expanding market size, sharpening market competition, optimizing demand structure, and accelerating market integration; and in terms of international circulation, it is required to promote innovation by opening up based on the flow of commodity factors, high-level institutional openness, and high-quality development through the Belt and Road Initiative. Innovation boosts the domestic market by driving high-quality supply and creating new demands, and enhances the overseas market by upholding scientific and technological self-reliance and stabilizing, strengthening and replenishing chains. Therefore, we should give full play to the unique advantages of domestic and overseas markets in promoting innovation, and continue to empower dual circulation with innovation.
