知识产权示范城市与创新国际化——来自海外专利申请的证据

IPR Model City and Internationalization of Innovation: Evidences from Oversea Patent Applications

      创新国际化是深度融合创新驱动战略和知识产权战略的重要体现,也是我国积极参与全球科技治理的重要途径。以知识产权示范城市设立为准自然实验,基于2007—2018年277个地级市的面板数据,构建了多时点双重差分模型,检验了知识产权示范城市设立对创新国际化的影响和作用机理。研究结果表明,知识产权示范城市设立显著促进了创新国际化水平的提升。进一步研究表明,知识产权示范城市设立对创新国际化的促进作用在行政等级更高、经济发展更快以及市场化程度更高的城市更大。机制检验发现,知识产权示范城市实施的一系列政策措施通过降低海外专利申请难度和成本,以及提升城市创新能力,进而推进城市创新国际化。建议积极扩大知识产权示范城市范围,推动知识产权示范城市特色化和差异化发展,充分发挥政府在知识产权方面引导支持的作用,以全面提升城市创新能力,助推创新国际化。

英文摘要:

      Internationalization of innovation gives expression to the deep integration of innovation-driven strategies and intellectual property right (IPR) strategies. It mirrors China's taking the initiative to participate in global governance of science and technology. Based on the panel data of 277 prefecture-level cities from 2007 to 2018, this paper took IPR model cities as quasi-natural experiments and established a DID model to test the influence and the action mechanism of IPR model city setting on the internationalization of innovation . It is found that the setting of IPR model city does significantly push innovation to go global. Further study showed that the effect of setting IPR model city on internationalization of innovation is more prominent for cities of higher administrative level, more advanced economy and higher marketization. As the test of mechanism showed, IPR model cities enforce policies to lower oversea patent application difficulty and costs and improve their innovation capacity so as to steadily promote the internationalization of innovation. On this basis, this paper provides following suggestions. The scope of IPR model city is to be expanded, IPR model cities are to shape their own unique style and develop in a differentiated manner, and governments shall fully steer and endorse IPR, in order to reach new heights in city innovation and promote the internationalization of innovation. 
