Reform Paths and Promotion Logic of Common Prosperity in China

      回顾我国共同富裕的政策路径,从问题导向型、横向领域型、纵向结合型角度,总结共同富裕的三种改革模式,归纳扎实推动共同富裕的底层逻辑,提出继续推动共同富裕的政策思路。在坚持以人民为中心的发展思想下,需要从优化消费动力、丰富调控工具、全面协调增长等角度来推动人的全面发展,并促进经济增长和社会和谐。在新发展阶段,要从城乡区域等碎片化的横向改革思路,走向仅瞄准收入权益等结果导向的纵向推进方式。在“提低、扩中、限高”的基础上,应进一步通过“减负、增收、分配、赋能”等措施,来促进全体人民共同富裕。

英文摘要:

      By reviewing China's policies for common prosperity, this paper generalized three reform patterns for realizing common prosperity in China—problem orientation, horizontal policy and vertical domain. In addition, it outlined the underlying logic underpinning common prosperity, and proposed ideas for further propelling common prosperity. While upholding the people-centered development philosophy, we are expected to encourage and promote well-rounded human development by optimizing consumption drivers, diversifying regulation instruments and coordinating growth across the board. Meanwhile, we should stimulate economic growth and foster social harmony. In the new development phase, we should transform the horizontal approach featuring urban and rural fragmentary reform to the vertical result-oriented approach focusing on revenue equity. On top of improving the income of low-income groups, expanding the mid-income groups and capping high-income groups, we should further promote the common prosperity through reduction of burden, increase in income, distribution, and empowerment. 
