      为落实“新发展理念,疏解整治促提升”要求,不断推进北京经济高质量发展,以经济高质量发展评价指标为导向测度北京经济发展水平并分析其影响因素。选取减量发展、创新发展、协调发展、绿色发展、开放发展和共享发展6个一级指标,18个二级指标和35个测度指标,构建了北京经济高质量发展评价指标体系。基于2010—2018年时间序列数据,采用熵值法综合测度北京经济高质量发展水平,分析了经济高质量发展的变化趋势及特征。研究发现:总体上北京经济高质量发展水平呈现上升趋势,各领域发展在不同程度上取得了成效。其中,创新发展是促进经济高质量发展的主要着力点,减量发展倒逼经济高质量发展,协调发展正在逐步推进经济高质量发展,绿色发展加快经济高质量发展,开放发展稳步促进经济高质量发展,共享发展为经济高质量发展提供了更大的发展空间。因此,建议北京市政府应进一步落实城市战略定位,完善政策协同机制,提升社会公共服务质量,增进民生福祉,推动北京经济高质量发展。

      To implement the requirements of “new development philosophy, redistribution to optimization”, and continuously promote the high-quality economic development of the capital, this paper measures Beijing's high-quality economic development level with indicators and analyzes its influencing factors. In this paper, 6 first-level indicators, 18 second-level indicators and 35 measurement indicators are selected to build the evaluation index system of Beijing's high-quality economic development based on the time period from 2010 to 2018, the entropy method is used to comprehensively measure it, and analyze its trend and characteristics. The results show that the high-quality development level of Beijing's economy is on the rise, and remarkable achievements have been made in various fields. Among them, innovative development is the focus of promoting high-quality economic development, reducing development forces it, coordinated development is gradually promoting high-quality economic development, green development accelerates it, open development promotes it stably, and shared development will provide greater space for high-quality economic development. Therefore, this paper finally proposes that Beijing municipal government should further implement the strategic positioning of Beijing, and improve the coordination mechanism and the quality of social public services and the well-being of people's livelihood to achieve high-quality development. 
