      当前,首都提出和实施的减量发展重大战略,正在面临着诸多内在矛盾和发展困局的压力和挑战,而着力发展符合首都定位和要素禀赋优势的、以智能制造和集成创新为主要特征的高精尖产业体系,是在首都既定的“双控三红线”硬约束条件下,化解首都减量发展战略实施过程中所暴露出的诸多内在矛盾和发展困局的最优途径。加快建设高精尖产业体系,既是化解首都减量发展战略实施过程中所暴露出的诸多矛盾的重要举措,也是主动化解当前首都经济增长内生动力弱化,主动预防首都推进“腾笼换鸟”和经济新旧动能转换过程中产业断层风险发生的科学方案；既是破解当前阶段首都可持续发展中区域发展不平衡、城乡发展不平衡、居民收入不平等、公共服务非均等化一系列困局的重大谋略,也是实现北京城市总体规划中全社会劳动生产率既定目标以及全面推进首都高质量发展目标的最优策略。着重分析了当前北京在发展高精尖产业体系过程中可能会遇到的四大认知误区,即制造业的发展必然造成人口集聚,“双控三红线”会束缚或阻碍首都经济和产业发展,科技创新与高精尖产业体系可以被地理区位割裂,以及高精尖产业体系和金融业能够长期各自孤立发展。在此基础上,提出了首都如何有效构建和加快发展高精尖产业体系的相应对策思路和具体建议。

      At present, the important strategy of reduction development proposed and implemented by China's capital is facing the pressure and challenge of many internal contradictions and development dilemmas. The capital strives to develop the advanced and sophisticated high-tech industry system featured with intelligent manufacturing (IM) and integrated innovation, which is in line with capital positioning and the advantage of its factor endowment. Under the hard constraints of the capital's established “double control and three red lines”, this is the best way to resolve many internal contradictions and development dilemmas exposed in the process of implementing the capital's reduction development strategy. Accelerating the construction of the advanced and sophisticated high-tech industry system is not only an important measure to resolve many contradictions exposed in the process of implementing the capital's reduction development strategy but also a scientific plan to resolve the current weakening endogenous impetus in the capital's economic growth and actively prevent the capital from the occurrence of industrial fault risk in the process of promoting the “cage change for birds” and transforming the old and new economic kinetic energy. It is not only an important strategy to solve the current stage of the regional development imbalance in the sustainable development of the capital, the imbalance of urban and rural development, the income inequality of the residents, and the non-equalization of public services, but also the most optimal strategy to achieve the established goal of the overall social labor productivity in Beijing's urban general plan and to comprehensively promote the capital's high-quality development goals. Based on the analysis of the four major cognitive misunderstandings (i.e. manufacturing industry inevitably causes the population clustering, “double control and three red lines” restrains or hinders the capital's economic and industrial development, scientific technology innovation and the advanced and sophisticated high-tech industry system can lead to the isolation of geographical position, the advanced and sophisticated high-tech industry and the financial industry can have an isolated development respectively in a long run), all of which Beijing may encounter in the process of developing the advanced and sophisticated high-tech industry system, this paper puts forward the corresponding countermeasures and specific suggestions on how to effectively construct and quickly develop the advanced and sophisticated high-tech industry system in the capital.
