      发展低碳型绿色流通是提升流通业发展质量的有效手段,构建资源节约和环境保护的流通体系需要对流通业的真实运行效率进行客观评估。基于2005—2016年省际面板数据,将碳排放指标纳入模型,在剔除了环境噪声和随机干扰后,利用三阶段DEA方法测度了我国流通业效率的真实水平,并基于此探讨了我国流通效率的区域差异特征。研究结果表明:我国流通业效率总体水平较低,规模无效是导致流通效率不高的主要原因。各环境变量对流通效率有显著影响。其中,当地经济发展水平、技术创新能力和地区开放程度与流通业效率正相关;城市化水平、教育投入水平和政府干预度与流通效率负相关。考察期内,流通业综合技术效率由高到低依次为东部地区、东北地区、中部地区和西部地区;西部地区和东部地区的流通效率表现为上升趋势,其他地区呈现波动下降的趋势。流通效率存在显著的区域空间差异,地区内部差异大于地区间差异,西部地区内部差异最大,中部地区最小。

      The development of low-carbon green circulation is an effective means to improve the quality of circulation industry. The construction of a resource-saving and environmental protection circulation system requires an objective evaluation on the actual operating efficiency of circulation industry. Based on the inter-provincial panel data during the years from 2005 to 2016, with the index of carbon emission incorporated into the model, after environmental noise and random disturbances are eliminated, the true level of efficiency in China's circulation industry is measured with the three-stage DEA method. On that basis, the regional difference characteristics of China's circulation efficiency are discussed. The research results show the following. The overall efficiency of China's circulation industry is low, and the invalid scale is the main reason for the low circulation efficiency. Each environmental variable has a significant impact on circulation efficiency. The level of local economic development, technological innovation capability and regional openness are positively correlated with the efficiency of circulation industry. Urbanization level, education input level and government intervention degree are negatively correlated with circulation efficiency. During the period of the investigation, the comprehensive technological efficiency ranks from high to low as the following:the east region, the northeast region, the central region and the western region. The circulation efficiency showed an upward trend in the western and eastern regions, with a trend of declining fluctuations in other regions. There were significant regional spatial differences in circulation efficiency, with the intra-regional difference greater than the inter-regional difference, the largest internal difference in the western region and the smallest in the central region.
