      推进绿色城镇化是新时代实现绿色发展的重要抓手。中国城镇化绿色转型的战略重点包括绿色产业体系构建、城镇基本“硬件”绿色升级、城镇空间规划布局优化和城镇生态环境有效治理。推进绿色城镇化,要完善绿色技术与绿色金融服务体系,加快传统产业绿色改造、壮大绿色新兴产业,实现城镇产业发展绿色化；大力开发和应用绿色能源,稳步推广绿色建筑,促进绿色交通发展,推动城镇“硬件”低碳化；优化城镇规划建设,促进城镇空间布局集约化、建设管理精细化；构建政府为主导、企业为主体、社会组织和公众共同参与的生态环境治理体系,确保城镇生态环境治理科学化高效化。

英文摘要:

      To promote the green urbanization is an important step to achieve the green development in the new era. The strategic emphasis in the green transformation of China's urbanization includes the establishment of green industry system, the green upgrading of urban basic “hardware”, the optimization of urban space planning and layout, and effective governance of urban ecological environment. To promote the green urbanization, it is necessary to update the green technologies and green financial support system, accelerate the green transformation of traditional industries and expand the green emerging industries to realize the green development of urban industries. Great importance should be attached to the development and use of clean energy and the promotion of green buildings and green transportation to realize the low-carbonized “hardware” facilities in the urban area. The urban planning and construction should be optimized to promote the intensive space distribution and refined construction management. We should build a government-led, enterprise-based ecological environment governance system with the joint participation of social organizations and the public to guarantee the scientific and efficient ecological environment governance in the urban area.
