Path Choice and Gradient Layout of Chinas Participation in Global Governance under the Belt and Road Initiative

      全球化带来了世界经济增长、技术进步和社会发展,但当前“全球化逆转”“全球化逆动”等一些热点问题也给理论和实践带来了很多挑战。通过梳理中国参与全球治理的国际背景,指出了“一带一路”现有研究中的误区；提出了中国参与全球治理的路径选择,即蓝海全球化与陆路全球化。最后提出应在“一带一路”倡议下分梯度推进全球治理:首先要平稳度过经济周期的调整阶段,提升对外投资和引进外资协同发展的新优势；继而构建由中国主导的话语体系,探索国际认可的全球治理方案；最终提升区域内互联互通,实现人类命运共同体的最终目标。

英文摘要:

      Globalization has brought about the world economic growth, technological progress and social development, but currently some hot issues such as “globalization reverse”, “inverse globalization”, etc. are also challenging to theory and practice. Based on the international background of China's participation in global governance, this paper points out the misunderstanding in the current research on the Belt and Road Initiative. It puts forward the path choice of China's participation in global governance, namely, the globalization of blue sea and the globalization of land. Finally, it is proposed that global governance should be promoted under the Belt and Road Initiative. Firstly, we should realize the smooth transition in the economic cycle, enhance the foreign investment and introduce the new advantages of the coordinated development of foreign capital. Then, we will build a China-led discourse system and explore internationally recognized global governance programs. Finally, we will enhance the interconnection within the region and strengthen the ultimate goal of human destiny community. 
