      容错机制是当前政府部门用于解决改革创新过程中一些领导干部因担心犯错被问责而选择不作为、不敢为现象的一项新举措。在组织变革与创新管理过程中,组织是实施容错机制的现实场所,也有推行容错机制的必然要求。基于过程管理的I-P-O模型,构建了组织中容错机制的理论模型,深入分析了识别、评估、处理等容错机制核心环节的内涵及其构成要素,揭示了该模型从识别到评估、处理,再到预警,最后到识别的闭环运行过程,以及监督、申诉等环节在其中所起到的辅助作用。为了保证容错机制的顺利实施,从如何营造积极的容错文化氛围、设计激励性的工作方式、制定科学的绩效考核制度和建立正确的选人用人机制等方面提出了一些管理建议。

      Mechanism of fault tolerance is a new measurement to solve the problem of sloth administration of some leaders who worry about the accountability for their mistakes in the process of reform and innovation. In the process of organizational change and innovation management, an organization is the basic location of fault tolerance, and it also has an inevitable requirement to carry out fault tolerance. Based on the I-P-O Model, this paper builds a theoretical model of the mechanism of fault tolerance in an organization. It analyzes the connotation and its components of the core procedures such as identification, assessment and handling deeply. It reveals the process of a closed-loop system from identification to assessment, handling, pre-warning and finally to identification. It also reveals the supporting role of supervision and complaint procedures. To guarantee a smooth execution of the mechanism of fault tolerance, this paper gives the suggestions on management, including how to build the positive atmosphere of fault tolerance, how to design an incentive working mode, how to set up a scientific performance appraisal system, how to establish a good mechanism for selecting and appointing talents, etc.
