      跨境电商已经成为“一带一路”区域经济发展的加速器,而滞后的通关服务正在强力阻滞着跨境电商作用的正常发挥,通关一体化因此成为“一带一路”区域经济合作的现实诉求。在界定通关一体化的基础上,从跨境电商便捷化、跨境电商市场规模、大规模标准化产品交易、商品性价比区域差异等方面阐述了跨境电商对“一带一路”区域通关一体化的内生需求；同时,从通关标准、物流成本、运输速度、基础设施建设水平等方面阐述了面向跨境电商的通关服务供给现状。针对“一带一路”区域跨境电商通关服务显著的供求缺口,提出从顶层设计层面的互联互通、对接产品标准与管理制度、构建信息化通关平台、完善基础设施建设等四个方面弥补通关服务供求缺口,以推进制度设计、组织机构、管理模式、作业平台等子体系一体化进程,进而实现“一带一路”区域通关一体化。

      The cross-border E-commerce has become an accelerator in the development of regional economy under “the Belt and Road” Initiative. However, the hysteretic customs clearance service is now preventing the function of the cross-border E-commerce. Therefore, customs clearance integration has been a realistic demand in the regional economic cooperation under “the Belt and Road” Initiative. Based on defining the customs clearance integration, from the facilitation of cross-border E-commerce, the scale of cross-border E-commerce, large-scale deal of the standardized goods, and the regional difference of cost performance, this paper elaborates on the endogenous demand for regional customs clearance integration under “the Belt and Road” Initiative in cross-border E-commerce. At the same time, from customs clearance criterion, cost of logistics, transport speed, infrastructure, etc., it also explains the present situation of customs clearance service. As to the prominent supply-demand gap, this paper puts forward the suggestion strengthen the connectivity of top-level design, unify the commodity standards and management system, construct a platform of informationalized customs clearance and improve the construction of infrastructure to cover such gap. So it can push the process of integration in the sub-system of institutional design, organizational structure, manage pattern, work platform, etc. and further realize the customs clearance integration in the region under “the Belt and Road” Initiative.
