      全球治理的一项重要内容是在竞合格局中如何克服世界经济失衡问题。文章通过分析“一带一路”战略,梳理出“一带一路”治理的内在逻辑,提出了“一带一路”倡议下中国参与全球治理的治理模式——蓝海全球化与陆路全球化。“一带一路”倡议搭建了中国对外直接投资和产能输出的平台,中国与“一带一路”沿线国家可以进行产业对接和生产要素资源整合。从目前全球化的发展趋势来看,TPP和TTIP导致中国依托海路的“资源—加工—消费”模式的蓝海全球化受阻,而陆路全球化经过中亚和中东欧,直通欧洲,北接俄罗斯,南下海湾地区,将会形成新的全球治理格局。在中国参与全球治理的策略层面,文章提出了构建大区域竞合格局、分层次承接产业转移和推动经济转型中需要重视的几个问题:重视并应对经济周期,发挥亚投行的作用,建立产融互动布局下的微观经济发展模式,搭建智库平台与政府间的高效沟通机制,以及在政策层面推进全球治理体系的产业布局等。

英文摘要:

      One important content of Global Economy Governance is how to cope with the global unbalanced economy in a cooperation and competition pattern. This paper clarifies the intrinsic logic of governance in the “Belt and Road Initiative” (B&R) through an analysis of the “Belt and Road Initiative”, and proposes an analysis of the governance pattern for China to participate in Global Economy Governance, which are Ocean Connectivity Globalization and Road Connectivity Globalization. The “Belt and Road Initiative” serves as a platform for China's foreign direct investment (FDI) and overcapacity export, on which China can make the industrial transfer and the integration of factors of production with the countries along the route. On the perspective of present tendency of globalization development, TPP and TTIP have caused the Ocean Connectivity Globalization of “resource-processing-consumption” mode to meet an obstacle which relies on sea route in China. The Road Connectivity Globalization forms a new global governance pattern via the B&R route, which goes along Central Asia, Central and Eastern Europe, directly through Europe, up to Russia in the north and down to the Gulf in the south. As to the strategy of China's participation in Global Economy Governance, on constructing a large-scaled cooperation and competition pattern, undertaking the industrial transfer at different levels and promoting the economic transition, this paper presents the spotlighted issues such as attaching great importance to and coping with the economic cycle, exerting the function of Asian Infrastructure Investment Bank (AIIB), establishing a microeconomic development mode under the layout of industry and finance combination, establishing a highly-effective communication mechanism between Think Tank platform and governments, propelling the industrial layout of Global Economy Governance system at the policy level, etc. 
