      文章在对电子商务服务业内涵进行再诠释的基础上,提出了电子商务服务业助推现代服务业升级的机制。通过分析大连市以电子商务服务业助推现代服务业升级的现状、面临的问题及未来发展方向的案例,总结出以电子商务服务业助推现代服务业升级的五条路径:以产业集聚为目标,倾力打造电子商务集聚区；以电子商务龙头企业为引领,努力提高现代服务业的总部经济效率；以引进和建设第三方电子商务交易平台为手段,助推本地服务业触网上线；以结构优化为主线,实施电子商务驱动的传统服务业改造和优势产业培育；以区域协同为依托,大力促进城乡发展的协调互动。进而提出了以电子商务服务业助推现代服务业升级的保障政策。这些现状、问题、路径与保障政策具有一定的代表性,将对我国其他地区以电子商务服务业助推现代服务业升级产生一定的启发作用。

英文摘要:

      Based on a reinterpretation of the connotation of e-commerce service industry, this paper presents the mechanism for e-commerce service industry to promote the upgrading of modern service industry. According to the survey in Dalian about current situation, problems and future direction for e-commerce service industry to promote the upgrading of modern service industry, we analyze and sum up five paths for e-commerce service industry to promote the upgrading of modern service industry:(1) to build agglomeration area of e-commerce service industry aiming at industrial agglomeration; (2) to cultivate the leading e-commerce enterprises and improve the efficiency of headquarter economy in modern service industry; (3) to bring in and construct the third party e-commerce transaction platform to boost the local enterprises to develop e-commerce business; (4) to carry out the transformation of traditional service industry driven by e-commerce and the cultivation of advantageous industries with structure optimization as main line; (5) to promote vigorously the harmonious interaction of urban and rural development based on regional coordination. Then, we propose the safeguard polices for e-commerce service industry to promote the upgrading of modern service industry. Since the current situation, problems, paths and polices are representative, some inspiration will be given to e-commerce service industry in promoting the upgrading of modern service industry nationwide. 
