      土地资本化可以有效地促进土地财产权利的流动,对促进地区经济乃至全国经济的发展具有重要的战略意义。文章选取1990—2013年全国30个省份土地出让金、国内生产总值、固定资产投资和城市化率等相关数据,利用时间序列分析模型和面板回归模型,对我国城镇土地制度改革以来,土地资本化在经济增长中的作用和贡献进行了定量分析。研究结果发现:土地出让金与经济增长之间显著正相关,土地出让金对经济增长的贡献率约为2%。应注意到,在长期经济增长中,土地出让金对经济增长的拉动作用将逐渐达到极大值。这就要求政府逐渐改变以“土地征收—出让”为核心的城镇土地资本化体制和地方政府以“土地财政”为核心的财税体系,以避免土地资本化在经济长期增长过程中表现出负面效应。
英文摘要:
      Land capitalization can promote the movement of land property rights, and has an important strategic significance for promoting regional economy and even the national economy. This paper selects the relevant data of land-transferring fee and GDP growth rate in 30 provinces and cities in China in the years from 1990 to 2013, analyzes quantitatively the role and contribution of land capitalization in economic growth since the reform of urban land system by using time series analysis method and panel regression model. The study shows that there is a significant positive correlation between land-transfer fees and GDP growth, and the contribution of land-transferring fee to GDP growth accounts for about 2%. In the long-term economic growth, the pulling effect of land-transferring fees on economic growth will gradually reach the maximum value,which requires the government to gradually change the urban land capitalization system with “land expropriation-transfer system” as the core and the local government's taxation system with “land finance” as the core to avoid the negative effects of land capitalization in the long-term economic stability and balanced growth process.
