      Comprehensively Deepening Reform will optimize the resource allocation, promote innovation, and bring vitality to production factors, thus reform benefits will arise. However, the reforms must seek to promote social fairness and justice and to advance the well-being of the people. To make all the people benefit from the reform, China need take further steps to give the strategic priority to employment, develop the fairness in education, strengthen the reasonability of income distribution, and improve the sustainability of social security, all of which require the proper relationship between government and market. 
