      中国正在逐渐迈入“服务经济时代”。通过体制机制创新，最大限度地释放服务业发展潜能，是迈向服务经济时代的必然要求。我国服务业改革相对滞后，具体表现为体制机制僵化、市场化程度不高、社会分工程度较低、政府规制不到位。要推进服务业的体制机制创新，深化服务业改革，关键就是要打破垄断、鼓励竞争、开放市场、加强监管、完善规制。

英文摘要:

      China is gradually stepping into “service economy era”. It is a necessary requirement to strive for service economy era that the potential of service industry should be released to a maximum through systematic and institutional innovation. China’s service industry is relatively backward in reform, which can be seen through the rigid system and mechanism, low marketization degree, low social labor division, and government regulation not in place. In order to promote the systematic and institutional innovation to deepen the reform in service industry, the key measures are to break through the monopoly, encourage the competition, open the market and improve the regulation.
