      At the present stage, China is facing a difficult problem on how to narrow the gaps in the social and economic development between east, west and middle regions and make the national economy under a balanced development, which is very similar to the regional industrial adjustment in the United States. In the process of industrial structure adjustment and optimization, the U.S. national policy is to support the industrial restructuring as major forces, and the capital market has also played a role of "invisible hand". The U.S. investment and financing policy will be an important enlightenment to China’s regional industrial structure adjustment.
