      猪肉市场在运行中会交错出现过剩与短缺两种严重失衡现象,储备肉制度则是国家利用市场机制直接调节供求,缓解失衡的一个重要手段。作为微观经济政策的一种应急性制度安排,国家储备肉不仅在居民消费中扮演着“急救队”的角色,其旺储淡销运作机制也有助于降低养殖户的市场风险。当然,我国的国家储备肉制度还存在着一些缺陷,需要在扩大储量、优化结构、突出重点等方面逐步完善,以更好地实现其政策目标。

      In the process of excess surplus and shortage staggered in the pork market, State Reserve Meat System (SRMS) is a key tool for government to regulate the meat supply and demand and to mitigate the disequilibrium under the market mechanism. As an institutional emergency arrangement of microeconomic policy, SRMS not only plays a first-aid role in pork consumption but also helps to reduce the market risk of producers by diminishing the gap between supply and demand. However, there are some defects in China’s SRMS. It is necessary to increase the volume of reserve meat, optimize the commodity structure and strengthen the key part of SRMS in order to fulfill the goal of this policy.
