      政府诱导的突变式农村进城务工者身份市民化存在缺陷,对应于拉尼斯-费模型三阶段劳动力供求对比关系发生变化,企业雇佣行为、市政府管理行为和进城务工者就业行为出现阶段式调整,进城务工者必然分三阶段完成身份进化:农民工、准市民、市民,这是内含于二元经济结构工业化进程的内生性过程。建议采取保留土地承包经营权、培育城乡一体化劳动力市场、调节劳动力供求、乡籍员工层序开发、进城务工者积累工业人力资本和城市社会资本等方式实现进城务工者渐变、内生型身份进化。

英文摘要:

      There is a defect in the abrupt change of status induced by government for rural migrant workers.As in three stages of Ranis-Fei's model when the labor supply-demand balance changes,the behaviors of recruitment by enterprises,management by government and employment of rural migrant workers adjust step by step.Inevitably,the status evolution of rural migrant workers experiences such a route in three stages:peasant worker,quasi-citizen and citizen.This is an endogenetic process embedded into the dual economy in the course of industrialization.In order for rural migrant workers to have a progressive and endogenetic status evolution,it is suggested to keep the operation right in land contracts,foster urban-rural integrated labor market ,regulate the supply and demand of labor,develop the rural staff in sequence,accumulate their human capital and social capital ,etc.
