      The construction of policy promotion system for China's science and technology enterprises should be in accordance with the development feature of multi-layer capital market,the endowment of firm's resources and the firm's competitive capabilities.Different policy promotion and support models are proposed for the enterprises on different stages of life cycle.The core of constructing such a policy promotion system should be the combination of policy resources with market resources and the integration of policy support and cultivation with market test.
