      农民增收困难,城乡收入差距扩大是我国面临的突出问题,并且成为制约经济发展的重要障碍城市偏向政策是导致农民增收难的根本原因。增加农民收入,农民是主体,赋予农民权利、摒弃城市偏向政策是解决农民增收难的必然要求。向农民赋权主要包括赋予他们发展权、教育权、集体申诉权和正常迁移权。切实解决农民的切身利益,实现城乡统一、协调发展。

      it is a prominent problem in China that peasants have difficulty in increasing income while the income disparity is expanding hetween urban and rural residents.This is a great obstacle which restrains the economic development.The root cause for peasants income increase less possible lies in urban biased policies.For the purpose to increase peasants' income,peasants should be recognized as main body,which inevitably requires entitlement to peasants and abolish urban biased policies.Entitle- ment in rural China includes entitlement to development right,education right,collective right to appeal and normal migration right,all vital interests of which should be guaranteed to peasants in order to realize the unification of urban and rural economy and harmonions development.
