      在科学发展观的指导下,生态经济正成为新一轮经济发展的主题。湘鄂渝黔边区是我国典型的民族地区、贫困地区,如何合理开发利用绿色资源,着力解决资源富饶中的贫困落后问题,值得进行思考。大力发展生态经济、科学规划、综合治理;制订符合经济发展的区域政策;积极探索“生态经济化,经济生态化”创建,实施生态建设系统工程,是湘鄂渝黔边区扬长避短、谋求后发优势,夯实民族经济的战略性选择。

      Under the guidance of scientific development view,ecosystem economy is becoming the topic of economic development in the new round.As to the border area of Hunan-Hubei-Chongqing-Guizhou Provinces,which is a typical national area and poverty region,it is worthy of thinking how to develop reasonably and make use of green resources in an great effort to solve the poverty problem in such resource-rich area.The border area should strongly develop the ecosystem economy with scientific planning and synthesized management,establish a regional policy suitable for economic development,actively explore the creation of "ecosystem economy and economic ecosystem" to carry out the systematic project of ecosystem construction,all of which are the strategic choice for Hunan-Hubei-Chongqing-Guizhou to make use of their advantages and avoid their disadvantages,seek their acquired advantage and enhance the national economy.
