      The period during 1913—1926,an important stage for the transformation of China's society,is also the first Golden Time in the history of Chinese modern economic development.This article uses the approach of new institutional economics and the historical method to study the economic development and the governmental institutional transformation during the period.It both affirms the positive effect and points out the negative side.
