      Over-disparity and no-disparity are two kinds of extremity, both of which have harmful effects on the construction of harmonious inter-regional economic relationship. Appropriate regional disparity is not only necessary but also prerequisite for economic development. The "appropriateness" here refers to the equalization of public services, which can be mostly achieved through normative fiscal transfer payment among governments.
