      农民工就业状况正从农村和城市两方面得到改善。在农村,国家加强了新农村建设;在城市,各地加快了和谐就业的步伐。然而农民工就业还存在一定的不足。户籍制度的改变不能从根本上改变农民工就业中存在的问题,根源在于就业的总量矛盾。因此,用经济手段扩大城乡就业容量是根本途径。引导城市非农产业,特别是制造业向农村转移,实现“农村工业化”,构造“离土不离乡”的就业模式是解决农民工就业的不足,实现城乡和谐就业的较好途径。

      The employment situation of rural migrant workers has improved from both rural and urban aspects. In rural areas, the New Countryside Construction is strengthened nationwide. In urban areas, harmonious employment is on a fast pace in various places. However, the problems still exist in the employment of rural migrant workers. The change in the system of registered permanent residence cannot bring a fundamental change to the existing problems in the employment of rural migrant workers, for the root reason lies in the shortage of total employment. Therefore, it is a fundamental approach to use the economic means to expand the capacity of employment in rural and urban areas. The non-agricultural industries in the urban areas, especially the manufacturing industry, should be guided to shift to the rural areas for the realization of “industrialization in the countryside” to construct the employment model of “work in local country”, which can be a better method to solve the insufficient employment of rural migrant workers and achieve the harmonious employment in both rural and urban areas.
