      北京要构筑一个和谐、稳定和长治久安的首善之区,必须有效遏制贫富分化与分配不公。合理调整北京居民收入分配,应坚持与社会主义市场经济发展相适应、与首都国民经济发展水平相适应、与全面建设小康社会的具体要求相适应、与建设社会主义和谐社会首善之区的发展战略相适应的原则,用发展、改革、法制和规范的办法合理有序地调整收入分配,使北京居民共享改革发展的成果。

      Beijing should narrow the expanding income gap among the residents and effectively get rid of the unequal distribution in order to build a harmonious, stable and safe first-goodness area. It is supposed to rectify the allotment reasonably among the residents on the principles to adapt to the development of socialist market-economy, adapt to the level of economic development in Beijing, adapt to the concrete requirement for the construction of well-off society, and adapt to the development strategies to build the socialist harmonious society and first-goodness area. With the methods of development, reform, legal system and standardization, the income allotment can be reasonably rectified and the outcome of reform and development can be shared among Beijing residents.
