      通过建立第三产业内部投入产出有效性的数据包络分析模型和评价指标,并以黑龙江省第三产业为例,对黑龙江省第三产业内部各产业投入产出的有效性进行评价。黑龙江省应该加快对投入产出有效性高的产业的发展,压缩对国有经济占很大比重的产业的投资,加快国有经济的市场化步伐,加快社会化进程,促进第三产业发展,加快产业化带动第三产业发展。

英文摘要:

      Through the establishment of DEA model and appraisal index for input-output effect within tertiary industry,taking the case of Heilongjiang Province as an example,this essay makes an appraisal of input-output effect within tertiary industry in Heilongjiang Province.The Heilongjiang Province should accelerate the development of the industry with high input-output effect,reduce the investment in the industry with high proportion in state-owned economy,expedite the pace of marketization in state-owned economy,and speed up the course of socialization and industrialization to promote and drive the development of tertiary industry.
