      自2003年我国《政府采购法》开始施行,政府采购工作开始由分散走向集中。与其他改革类似,政府采购制度的推行也将是一个循序渐进,需要逐步完善的过程。当前种种不健全因素的存在,致使政府采购中还存在许多寻租现象。为此,只有充分认识政府采购中寻租行为的表现形式和产生环节,才能采取有效措施,进一步减少寻租行为发生。

      Since 2003 the Government Procurement Law of China has entered into force, which has pushed government procurement centralized. Similar to other reforms, the execution of government procurement system will be also a progressive process of gradual improvement. At present, due to various factors, there are many rent phenomena in government procurement. Therefore, only with full recognition of the forms and procedures in rent behaviors in government procurement, can we take effective measures to further reduce the rent behaviors.
