      财政支出总量、范围和力度体现了政府活动范围和干预经济的能力。从内生经济增长理论出发,构建财政支出绩效的分析框架,论证了政府支出的积极效应。我国改革开放以来财政支出规模出现的波动和不均衡性发展特征,亟须合理配置资源,保持财政支出与经济发展之间的适应性增长。

      The total amount, scope and strength in public finance expenditure represent the range of governmental activities and the ability to interfere economy. Based on the theory of endogenous economic growth mechanism, this paper sets up an analytical framework for the performance of public finance expenditure to demonstrate the positive effect of governmental expenditure. Since the reform and opening up, the public finance expenditure in China has shown the features of both fluctuation in scale and imbalance in development, which urgently requires the reasonable allocation in resources to maintain the adaptable growth between public finance expenditure and economic development.
