      城市商业网点布局与规划的目的是从政府层面对提升城市交易功能和促进经济发展进行指导、管理;城市商业网点规划与布局要充分尊重和体现城市交易功能的要求、消费者购买行为规律和城市商业区域演变规律;布局与规划的重点是对城市总体市场交易功能和城市区域性商业功能的培育与调控;规划城市中重要的市场、街区、商区、设施等;培育和突出城市某些商业优势和特色;城市商业面积的指标应调整。
英文摘要:
      The purpose of city layout and planning of commercial-places is for the government-level guidance and management to improve the trading function of a city and promote the economic development. The city layout and planning of commercial-places should respect and represent fully the requirements for trading function in the city, the rules of consumers' purchase behaviors and the evolution rules of city commercial zones. The layout and planning should focus on the cultivation and regulatory control of general trading function and regional commercial function in the city. The major markets, streets, commercial areas, facilities, etc. should be well planned in the city. Certain commercial advantages and features in the city should be fostered and highlighted. The indexes of city commercial areas should be adjusted.
