      我国的旅游规划实践已形成参与主体多元化、规划类型多样化、管理不断规范化,但也存在着规划质量低、规划实施难等一系列问题。这些问题集中反映了我国旅游开发理念和开发体制存在的深层矛盾。通过规划的本质属性探讨,重新思考我国旅游规划的现状和问题;通过区分规划的不同类型和重点,着重发展公共政策型规划;通过对不同利益相关者利益的界定、来构建多主体参与的规划体制;通过规划科研和管理科学化,引入多元化的规划指标体系促进规划的科学化发展。

英文摘要:

      The practices of tourism-planning in China have made great achievements in multiple participants, diversified planning types and standardized management. However, series of problems also exist in the planning such as low quality and fulfillment difficulty, all of which reveal the deep contradictions in the conception and mechanism of China's tourism exploitation. Based on the probe into the attributes of planning, this paper rethinks the present situation and problem in China's tourism-planning. Suggestions are provided to attach great importance to public-policy-type planning according to different types and emphasis, define the interests of different parties involved to establish the planning mechanism with multiple participants, and promote a scientific development of planning by introducing the diversified index system with the standardization of scientific research and management in planning.
