      The nature of reform lies in the institutional transformation. Since the distribution system transformation is the core issue in economic system reform, the economic system reform should begin with the distribution system transformation. Along with the distribution system transformation, it is inevitable to automatically form a new income distribution structure, which will inevitably change the original ownership structure and property right structure. The key factor to the success of an enterprise is to establish a reasonable and effective corporate operation system with the distribution system as the core. The effectiveness of distribution system rests with both the advancement of distribution system itself and the well-defined responsibilities for corporation, government and society. The judgment on whether the distribution system itself is advanced lies in not only the rationality of distribution method but also the equality of every distribution party participating in the distribution game.
