      从历史与发展来看,社会保障制度有两种不同的建制导向,分别为发展导向与福利导向。福利导向型社会保障是一种规范而成熟的社会保障制度,但它并不适用于目前我国经济不发达农村地区的社会保障制度建设。我国经济不发达的农村地区,其社会保障体系建设应该以发展为导向。

      Seen from the both angles of history and development,the social security system contains two kinds of different orientations: development-oriented and welfare-oriented respectively. The welfare-oriented social security is a kind of standardized and mature social security system,but it does not fit for Chinese villages at present due to their less-developed economy. In Chinese rural regions,the development-oriented social security system should be built.
