      针对如何促进高校毕业生充分就业问题,在简要分析了高校毕业生就业的现状与原因后,着重从如何加强宏观调控,培育就业市场和如何进一步深化改革,冲破制度和体制上的束缚,调动一切积极因素,优化就业环境这两个方面提出了若干对策,其中包括制定大学生充分就业促进法规,明确各有关方面的权利和义务,进一步规范就业市场以及创建全国人事档案存放和调转网络,取消《报到证》,废“除三方协议”,修订就业率的统计和公布方式及正确使用就业率,应控制人口但不应控制人才等方面。

英文摘要:

      In order to promote the full employment of college graduates,this paper briefly analyzes the present situation and reasons in the employment of college graduates.It puts forward some countermeasures from two aspects:to reinforce macroeco-nomic adjustment and control and foster job markets;to deepen the reforms and get rid of institutional and system restrictions to make full use of positive factors to optimize the employment environment.Among the countermeasures are the following:to estab-lish the laws for the promotion of full employment among college graduates,to make clear the rights and obligations of all parties involved,to further standardize the job markets,to create the channels for the nationwide deposit and transfer of personnel archives,to eliminate the dispatch report certificate and three-party agreement,to revise the statistics of employment rate and publicity method and make a right use of employment rate,to control the population rather than talents,etc.
