      资源枯竭型城镇面临的产业衰退和区域性贫困是长期积累的结果,要消除这些结果造成的影响,实现社会经济的可持续发展,必须在一定的空间上实行资源的周期重分配,努力提高现有自然资源的时间价值,加大资本注入,加速主业培育,发展城市经济,完善资源管理制度,以消除“资源性贫困”,摆“脱产业性贫困“”、功能性贫困“”、制度性贫困”“和文化性贫困”,防止“贫困恶性循环”。

      To eliminate the negative effects caused by the industrial decline and regional poverty,a serious problem that the resource-exhausted towns have long been facing with,and to realize the sustainable development of society and economy,we must insist in reallocating resources periodically within a certain space,increasing the time value of natural resources now available,investing more capital,speeding up the development of main business,developing urban economy,and improving resource man-agement system.We aim to alleviate poverty related to exhausting resources and get rid of "industrial poverty","functional pover-ty","institutional poverty" and "cultural poverty" so as to avoid the "vicious circle of poverty".
